But even if so ICE are Federal Agents who should operate under the Federal Law.
I dare you to cash a check, access a public house, access a doctors office for treatment, request a car for rental without ID. Probably most of these would NOT happen.
But we then have our choice as to whether or not we will do business with these entities.
It is very different on the streets, where federal authorities are not supposed to even be. A road parallel to the border is not on the border, so has no federal jurisdiction.

When I took the driver's license, I agreed to traffic stops by local cops.
I never agreed to federal immigration stops that are not authorized by any law or civil agreement, and are totally illegal.
I prefer to go to jail, as long as at least one border patrol goes to the hospital.
