Jesus, Mary, Joseph and the donkey. Will the madness ever end? Shutting down the government over his idiotic border wall? Pardoning the moronic sheriff of Maricopa County. And totally scrapping NAFTA rather than refining it? In office seven months, and hasn't learned a damned thing. Under normal circumstances I would never say this. But now we may need to at least explore the possibility of imposing the 25th amendment.

Not that Trump CAN shut down the government.

If there's the 2/3 majority in Congress required to uphold the 25th Amendment's declaration of the President's inability to discharge the powers and duties of the office, they should simply impeach him and then remove him from office.

Just an observation - Trump can only pardon federal crimes. He has no say at the state or municipal level.

And I stand to be corrected but I believe that legally acceptance of a pardon is an implicit admission of guilt - that means that someone who accepts a federal pardon for something that is also a crime at the state level has effectively plead guilty.

Doesn't a person have to ask for a pardon? I read that Arpaio hasn't yet done that.

I don't think the person would have to admit guilt to accept a pardon. That doesn't make sense to me. A person who does not admit guilt can be convicted. The pardon is for the conviction. It seems to me that Ford's pardon on Nixon was iffy because Nixon had not been convicted of anything.

A person doesn't have to request a pardon, but that's the norm. And there's no standard in the Constitution or law that requires a conviction for a person to be pardoned, which is why Ford's pardon of Nixon was valid.

It's more complicated than that

https://en.wikipedia.org/wiki/Burdick_v._United_States#Later_use

"After Gerald Ford left the White House in 1977, intimates said that the former President privately justified his pardon of Richard Nixon by carrying in his wallet a portion of the text of the Burdick decision that suggested that a pardon carries an imputation of guilt and that acceptance carries a confession of guilt."

Great point. I'm not 100% sure it is the case, but not only does it sound right, because it the State's Governor's prerogative, but interestingly it would make it, I say, I say, a State's Rights issue with Trump being the damned big government swamp monster, too.
