Being a civil matter, good luck trying to collect.
They can't even attach her car.
Garnishing pay is very difficult and requires another court hearing.

why cant they take her car?
High court sherrifs have very wide ranging powers including the ability to sieze any and all of your belongings which are sold and put towards your debt - they are very tenacious and just dont give up if there is any chance at all of making you pay up

High court sheriffs are for when you owe the court money, not between to civil litigants.
You can try to go to court again and gain possession of assets like a car, but typically that always fails unless it is a luxury car that is totally paid off.

when you owe the court money (such as an unpaid fine) that is a criminal matter and the police arrest you and throw your ass in jail

They are not thrown in prison because you can't pay your rent or various bills, you can however be thrown in jail however for ignoring a fine, if you don't want to go to jail you have an option go to court and fight it, just show up once, you might be surprised what happens as the court system is very willing to accept payments, those who complain can't be bothered to make a call or show up to make arrangements, they just blow it off. I have no sympathy.

Nor here (except 'crown debts' which are essentially tax debts) but when a fine is imposed by a court it is in the terms of "a fine of £100 or three months in prison" so the choice is yours you can pay the fine or you can do the time.
Fines are usually quite small(less than £500)and the court almost always gives time to pay and will happily accept part payments during that time
Ms Mackie can not be arrested but all her possessions may be siezed and she may be declared bankrupt - which depending on where she works might seriously affect her career path.
There are a couple of "fly on the wall" type programmes following high court sherrifs around as they perform their role and they attract a lot of ill feeling but if some one owed you a significant amount of money and simply flat out refused to pay then I am sure that you would seek their help were it open to you.

Legally you can't be jailed if you make no payments at all, if you don't have the extra money. You can only be jailed if you have the money but refuse.
