I don't believe that is what the laws require.
In general, there is a "need to know" exception and allowance, in order to take into account conditions and situations not anticipated directly in statute.
It is never illegal to release or receive classified information, if there truly is a defensible need to know. (The corollary is that information need no longer be treated as classified if one is sure changing conditions have rendered it no longer in need of its classification.)

I deal with classified information all the time, and in reality, the classifications often have to be ignored
The problem in this case is the sexual relationship which puts his judgement in doubt. If he had run the decisions past someone else, then there may not have been any breach.
