It is not religion.
Islam has nothing to do with the Hijab.
It is ancient tradition long before Mohammad.
It comes from before the Old Testament, Jews and Christians used to have the same beliefs. These days the only remnants to be seen are Christian nun habits and Jewish yarmulkas.
Of course it is religion. It may have started out as an ancient tradition but Islam enables it to be a modern practice. Without Islam it goes away. Just like Islamic terrorism would go away without Islam.

As was pointed out similar traditions existed in early Christianity and indeed Judaism, these days most jews observe the tradition by wearing a wig but not so very long ago (within my life time) scaves were the norm.
Muslims take their holy book and traditions seriously - they are after all the immutable word of God Jews are prepared to be more flexible observing the word though not the spirit of the instruction Christians just rewrite them as they please

Perhaps. Mass protests tend to be ineffective but without individual women making their views known about wanting to vote what would the motive have been for men in power to ever grant them the power to vote?
And whether a lawbreaker should go to prison depends on the law they broke. No woman should ever be arrested anywhere in the world for a photo of herself being made public unless she is somehow advocating or promoting violence in that photo. This Saudi Arabian woman was making her opinion known in a very dramatic way, something she had a right to do.

Fortunately many Muslims take their "holy" book less seriously than others just like Christians. If that weren't true we'd see a lot more chopping off of the hands of alleged thieves in Muslim countries.
It's when Muslims get very serious about their idiotic religion that we see big problems beyond the normal everyday silly and pointless things that they do. Things like terrorism and hands being chopped off.

A person commits indecent exposure if he or she exposes his or her genitals or anus or she exposes the areola or nipple of her breast or breasts and another person is present, and the defendant is reckless about whether the other person, as a reasonable person, would be offended or alarmed by the act.
Arizona state law 13-1402

I suspect that there would be little danger of you being prosecuted for publishing a picture of your nipples anywhere in this country. The First Amendment would be brought up to defend you.
What could result in you being prosecuted would be performing a striptease routine in a burlesque show and removing your pasties and/or g-string. Or running around naked in a public park or city.
The former seems to have even less protection under the First Amendment than the latter.
