There is no such thing as recreational heroin, it is the same with persons snorting cocaine or smoking crack recreationally they come to a point they recognize it is going beyond fun times, that is where the choice is and most quit because by now they recognize where there life os headed. I agree the most important issue is to keep addicts alive and i've always supported a program to do so and not as tight as those Euro programs. One of your issues was gov't interference yet in Euro programs addicts can't get away for a weekend, I see that as a set up for failure and a severe punishment for being an addict. One thing I'd like you to understand, I've never met an addict that didn't want to stop it effects their goals they can't reach
it causes their parents and family grief and fear they make horrible partners and parents and because the ideal for most is not matience but getting high enough to nod out and do absolutely nothing

There could be in a society where it was legally available. Obviously narcotics can be used just for the fun of using them because some people do that.

Yes, but you're talking about addicts in a society that creates all sorts of problems for addicts, especially ones who use illegal narcotics like heroin. It's not surprising that there would be problems for addicts and their families in a society which too often treats them as tragic pariahs who need to be locked up in prison.

If they are getting high enough to nod out they are taking far too much heroin or whatever narcotic they are taking.

Well yeah that is the reason they are called addicts. Do you think they are out on a Saturday nite having a great time or they have some control ? They are home or going to get a fix, they haven't eaten or bathed fot awhile, they no longer care about having a good time or eating or hygiene, relationships or sex

The point is that they would have some control in a more rational society that didn't demonize narcotic use, didn't allow a black market to thrive and didn't harass and lock up drug users. You can control your use of heroin just like you can control your use of any other narcotic if you have access to that drug in known quantities without fear of harassment from the police.
As you should know addiction is a condition that is very easily treatable if one wants to treat it. It only becomes a serious problem in a society like this which turns it into one.
