[How could this woman think she could smuggle her pussycat in her purse and get past custom officials in New Zealand? Why would she even want to bring her cat on her holiday? It must have been a bit of a shock for the custom guys!]

She ought to have known how keen NZers are to keep any chance of pests out of the country. The cat could have had some nasty disease or parasites in/on it.

Of course, so could she. They haven't worked out how to reconcile that while promoting tourism.

Normally it would not matter.
It is only the isolated island nature of New Zealand that does make reasonable to quarantine.
But even then, just barely.
Humans, planes, ships, cargo, etc., probably are mixing it up more than a domesticated cat would.

NZ has no native mammals many of its birds are flightless the introduction of a mammalian preditor as efficient as the cat might be disasterous - it was in Australia

Not if it were kept indoors.
This appears to be an indoor cat, as most are.
